- SUBJECT: Agency budget planning by the Radio Officer

- Although the ECDP plan (Bulletin #219) is no longer required, the
- planning strategy is timeless. It shows where you are, where you
- should be, and a budget plan on how to get there for communications
- program needs. The latter may be the most difficult, but to prepare
- and maintain such a plan shows a serious and professional approach to
- planning. It is a ideal way to task your RO with budget
- responsibilities, if not already done.
- FEMA has been again making matching funds available for RACES and
- related volunteer communications equipment. An approved RACES plan is
- a prerequisite, as well as submission of a properly completed FEMA
- matching funds application to the State. Although FEMA funds are
- limited, there is no limit to what you can request. If your
- application is approved you are given notice to proceed and a project
- completion deadline. The local emergency management agency official
- is basically responsible but can delegate the task to a qualified
- Radio Officer. I've seen projects fail for lack of follow-through by
- busy staff people that could have been rescued by a Radio Officer
